Character Information
Name: Elijah Elkwood
Age: 25
Fandom: Todd Allison and the Petunia Violet
Appearance: The gent who's lighting up a cigarette. Dark blue eyes and light purple hair, dressed near always in some form of suit, with a fondness for dark shirts, and somewhere in the vicinity of 6'1".
History: It's the 1920s in Melbourne, and a post office has been bombed-the fifth in a series of terrorist attacks by a mysterious woman named Violet. A young girl named Petunia Elkwood is dealing with the bad tempered Todd Allison. And somewhere in the city two men sit, one named Meredith, talking about whether one of them is a villain or not.
Soon enough, they're seen again, waiting for the same man who will threaten to blow Petunia's head off. Here the other is named-Elijah-and he is completely distressed over his picture in the newspaper (no one told him his hair sticks up like that) up until their contact, now named Cyril, shows up. Elijah has a job for him, and after hearing Cyril's rules, decides that he's just the man for the job.
Fast forward a bit to the threatening. Cyril drags Petunia inside to meet Elijah and Meredith-where it's revealed in no time that she's their adored little sister. Nearly smothering her from his greeting, he nearly decides Cyril must have done something to her and is about to go off on a crusade of vengeance when she stops him, instead questioning why she's just seen Todd Allison being beaten by people and dragged away just before Cyril found her-which she's already linked to Elijah. While she goes on a tirade about how she'll never forgive him if Todd Allison dies, he tries to make his excuses, but freezes when he hears Todd Allison's name. Something about that name makes him change his mind instantly, then marching in and demanding Cyril go to cancel the job. On top of that, he declares Petunia's going as well, and Cyril must listen to her.
Cyril ends up cluing Petunia into what she already knew-the men were part of a plan Elijah set up. The plan in its entirety was to get a government worker-specifically from the unit that's investigating the Violet bombings-and put them with people that hate the government. Meanwhile Elijah and Meredith have secretly followed behind, staying hidden for the sake of ensuring Petunia wouldn't be upset by them. They get there in time to see a lot of corpses, Cyril leaning against a wall, and a gunshot from a room where Petunia is rescuing Todd Allison. Meredith demands Cyril let them in, but after learning Petunia has a pistol, Elijah says to give it five minutes before doing anything. She ends up killing a man, and Elijah decides it's best to slip out before she notices him and Meredith are there.
Elijah's next seen in Parliment, poring over Todd Allison's file before having to lie himself out of trouble-under the alias "Mr. Gabriel"-and escape to a meeting, a day before Petunia and her friend Hana sneak in to the same building because of Hana's determination to find out more about Violet. The siblings almost run into each other that day, but Petunia escapes Elijah's watch, only finding and crying on Meredith, and Elijah returns to an unconscious man on the floor, no Petunia, and Meredith refusing to divulge details.
Bits of his life are revealed through flashbacks scattered around-though both Elijah and Petunia consider Meredith family, he's not blood related to them, rather he was adopted into their family and Elijah has been attached to him since. Both her brothers have been caring and protective of Petunia since she was small, Elijah to the point that Petunia thought he knew everything. Meredith and Elijah moved to Melbourne from Perth many months ago, and before they did, Elijah harshly warned Petunia away from going with them, getting furious at her idea that it was unfair and telling her that it was final.

Personality: Who Elijah Elkwood is depends on who's talking about him. Petunia might say he knoWs what to do at all times, Meredith might say he's a bit of a fool, Cyril would say he was a time-waster. All of those are true about him, and more. Elijah is quite intelligent-going by Petunia's words, he has been so ever since he was small-and much about him points to that, from his ability to work in Parliment to him masterminding something like the hate experiment. Another point Petunia touches on is his lack of fear, evident from him going across the country in a dangerous time as well as him near challenging Cyril to cancel the job when Cyril has already stated one of his rules isn't to waste his time. Cyril, who is shown later on to kill eight men one after the other without flinching, who makes Meredith question the decision to hire him-and Meredith doesn't quite seem the type to be questioning plans all that often-does not scare Elijah. Even though he states the mercenary "gave [him the shivers]", the smile on his face points to the contrary. Danger's simply not an element he considers when he enacts his plans or really says anything outside of formal situations. Even as a child he's shown to have quite the smart mouth. Elijah's more than just a bit spontaneous-he makes decisions in a snap and then sticks by them (see: rescuing Todd Allison and then deciding to give Petunia five minutes before going in to rescue her.) Petunia says "he always stood up against things he thought were wrong", and a natural extension of that would be needing to make decisions without waffling over them.
Another major part of him is his seriousness being tempered with ridiculousness-before Petunia and him met for the first time on page, he'd already cracked the image of him as a serious, mysterious man by becoming concerned with his unflattering picture in the newspaper and the part of his hair that stuck out. His affection for his sister, while sincere, is quite over the top, involving him calling her by a lot of pet names, complimenting her highly, and nearly smothering her with his hugs. The same outrageous affection is for Meredith as well-trying to physically force Meredith to smile while telling him he's an "adorable baby" isn't anything but excessive, and yet it's simply how Elijah shows his love.
But Elijah is most certainly not a beacon of positivity-he's got cynicism, self-deprecation, and hatred in him, enough to have it said that "sometimes when I look into his eyes, something in them is burning." His brief monologue on hate illustrates an extremely negative view on humanity, and his smile turns more and more disturbing as he keeps talking, enough that he puts out a lit cigarette with his thumb to punctuate it. Hate is a sensitive subject for him, and given his background, it's no surprise. Australia's racism against Aborigines like him has undoubtedly left its mark, and plays into his views on people and what they see when they look at him-"I tend to assume people can't stand the sight of me." Elijah says this with a smile, but comments like this are dotted throughout his appearances. He's called himself "...terrible! Simply miserable!" and was the one to instigate the question of his villainy. No, Elijah certainly does not love himself, and he makes no moves to change that.
Game Specific
Suitability: In his very first appearance, Elijah was called a villain. It's very obvious that he isn't just the caring brother of Petunia who has a serious side-he's got enough resentment towards the world to create his hate experiment and would have let it go-would have let Todd Allison die-if Petunia hadn't have stopped him. This callousness towards death qualifies him for the UAA, I think, as well as the implied harm of others in the past-"Isn't it better to watch them squirm in pain as they slowly bleed to death?"
Weapon: A .357 caliber revolver. Where this gun shines is the ammunition-the bullets are incendiary, making up for their limited numbers by their power. Of course, if wished, regular ammunition could be put in the gun and fired off.
